The Yayasan Bantuan Guaman Kebangsaan (YBGK) will be officially launched by the Prime Minister at 9 am on 25 February 2011. The YBGK will provide legal assistance to all Malaysians at the police station, the remand hearing and when they are charged in court. (in line with s28A CPC). The scheme is only for criminal cases (syariah as included).
Insofar as hearings are concerned legal assistance will only be provided to those who pass a means test. Lawyers who do YBGK work will be remunerated according a scale which will be dissussed at the briefing.
The YBGK will need to work closely with the Bar Council Legal Aid Centres in order to provide this legal assistance. We thus need to have an indepth discussion with representatives of all Legal Aid Centres about the YBGK and how this new system will operate.
It is for this reason that the Chairman Haji Mad Diah Endut would like to meet and brief volunteers practising criminal law. The briefing and discussion will take place as follows:
